This is a very helpful tool for those that do not have a very powerful computer.
What is the use for lock_framerate?
Well it is designed for computers that can't handle alot of cpu and graphics cycles.
With lock_framerate set to on (lock_framerate = 1) it will only allow your dfx, dfx2, jo and so forth to run a max of 60 fps. This will limit how much resources your game uses on your machine. My processor only uses maybe 2% usage.
For example on my computer. Since I have a quad core 3.4ghz processor and nvidia 260 I turn lock_framerate off as my machine can handle what ever nova game throws at it. Instead of only allowing dfx2 to run at 60 fps I turn this option off (lock_framerate = 0) and now my machine can produce around 180 frames per second.
But now my processors load is around 24% and it is using alot more ram as well.
So basically in a nutshell using lock_framerate will determine how much resources you will allow dfx, dfx2, and jo to use at any given time.
If you have lock_framerate turn off it will give you a little better picture. Just like anygame the more fps the more smooth the game looks.

Go into your DFX2 Black Ops Folder and find the file named 'game'.
Double-click on the name to open the file. It opens in NOTEPAD.
Look under the //DISPLAY heading.
Find "lock_framerate". It's near the bottom of the DISPLAY Section.
If the number to the right is a "1", change it to "0" and Click on File/Save.
If it's already a "0", then just exit.

Right by default. Only turn it on if your computer can't handle running dfx2 very well.
