You can check your FPS by using the in game measurement system. Enable this by pressing the tilde key "~", (located below the "Esc" key on most keyboards) to bring up the command line. Type in 'fps' and and then press "Enter".
This will be the stats you see: "FR / MN / MX / CPU"
This is a display of current fps (FR=Framerate),
minimum fps (MN),
maximum fps (MX),
and CPU usage shown in %.

The frame rate that you get depends on a lot of things . . . your video card, cpu, regular cleanups and defrags, screen resolution, etc.

While playing the fps will drop and rise, depending on whether you're in a densely populated area (buildings, foliage, explosions, etc.) or in the open.

From what I've read, an average fps between 40 and 80 is acceptable but expect drops into the 20's and below in certain areas of the maps.
