There are alot of good free and pay software out there for graphics. This link gives a pretty good description of the different file types, as well as the topic on compression of files for websites.

If you have a printer then most likely it came with an
editing program for pictures.
My cheap Lexmark has one as well as my wifes all in one
HP printer.

Also, Microsoft Paint, a program loaded on your computer
will allow you to do minor editing like resizing.

Gimp is a very good program as well. I used that to do most of the work in BO Mod.

Two proggies that do this really well are

Paint shop Pro

Adobe Photoshop Pro

Both are available from the shopping channel ( Pirate bay)
