If you have patience left for this, I'd like to see if Winsock may be corrupted.
Go to Start .. Run ... type Msinfo32, click OK
Expand Components, expand Network, click on Protocol
If Winsock is OK, you should see at least ten sections listed. If less than that, it may point to a registry corruption.

Yup above and also did you run a system file check
go to command prompt
type sfc /scannow
go to command prompt
type sfc /scannow

Also, are you running SP2 or SP3 on this PC or was it restored from a CD?

A "Windows File Protection" window pops up asking that I insert the WinXP Professional Service Pack 3 CD. I don't have the CD.Yup above and also did you run a system file check
