It looks like they are staging the release out a little at a time.

TeamSpeak 3 Client 3.1.0 released [Staged]
We'd like to announce that the new client version 3.1.0 is currently being slowly rolled out to the public. This release is currently in a staged rollout, over the next week or two.

New Features:
myTeamSpeak allowing you to sync your bookmarks, Identities, Whisper lists, addons and hotkeys.
Browse and install available addons directly from your client in Tools -> Options -> Addons.
IPv6 support (requires 3.0.13.6 server or newer)
Improved echo cancellation

To use the sync features you will need to create and login to your account. Account creation is optional, you will still be able to use TeamSpeak as before even without an account.

I was able to upgrade to 3.1 today without any issues. Old plugins will not work. So those that have working overlays will no longer work unless you upgrade to a version that uses the latest API.

Upgraded today.

Microsoft Visual C++ 2015 popped up during the update and installed. It's evidently required to use TS 3.1.

I also didn't create an account when prompted. I just clicked, "Continue without creating an account" and TS worked fine.

I upgraded from Win 7 to Win 10 back in June 2016 BTW.

How do I set up verbal notifications of the names of players entering and/or leaving the server?

Hey Bubba,

At the top of TS click "Tools" then select "Options".

When the popup opens, on the left side of the box at the bottom Select "Notifications".

When that opens on the right side at the top is "Sound Pack".
Click the drop down and select "Default Text to Speech"

Once that's selected click "Apply" at the bottom right of the page.

Close TS and reopen. It should announce the name of each person entering TS now.
