It seems specific to windows trying to use high DPI scaling. You can override high dpi scaling behavior but I have had mixed results. It worked fine for me. It didn't do anything for Bubba. This is one of the newer features in the fall version. I believe this is what is causing the med editor to crash ;-(.

Just for the helluv it I started the med in win10 to mess with some settings. It opened up with no problems. I made no changes. I was able to load a map, change it then resave it. I closed the med then started it again . . . no problems. I restarted it again and started getting the error code again. Really weird.

Yep......been there done that.
I got my PC back to normal after doing the roll back which really messed things up

Had to upgrade to the Fall Creators edition; as long as I click on the .exe file IN THE FOLDER it seems to work. The shortcut on the desktop gives me an error every time.

Yeah it is a weird issue.
